Why can a fridge not go out with regular waste?

Refrigerant gases have to be recovered by a licensed handler before the metal shell can be shredded. City collection either refuses refrigerant units or restricts them heavily, so most Toronto residents need a service that routes them properly.

Should I empty and defrost it first?

Yes please. Empty the food out and unplug it a few hours before your window so it is not actively dripping. If that is not possible, tell us and we will bring extra matting.

Can you get it out of the basement?

Do you take beverage fridges and wine coolers?
